Description:
The City of Elgin has recognized concerns related to physical disturbances to lead water service lines into homes, and the potential extended duration release of lead contaminants into the affected home water supply after the service has been reinstated and prior to the reestablishment of the protective scale on the lead pipe wall. Therefore, the City has established a program that is intended to minimize the potential exposure and consumption of lead in the affected homes.

The intent of this RFQ is to update the current list of Prequalified Licensed Plumbers for whereby the residents will hire a plumber from a prequalified list of licensed plumbers and have the private portion of the service line replaced with a zero interest loan, up to a maximum of $4,800, from the city.

Qualifications:
1. The contractor shall be licensed by the Illinois Department of Public Health as a
Plumbing Contractor.
2. The contractor shall list one employee that is licensed by the Illinois Department of Public Health as a Plumber.
3. The contractor shall have acquired a permit from the city of Elgin for plumbing
work on private property during the period of January 1, 2008 and December 31,
2018, and have properly executed the work of the permit through acquisition of
final occupancy. Alternatively, the contractor shall have been hired by the City to
perform work on a City contract during the same time period.
4. The contractor shall demonstrate multiple completed similar water service and/or sewer line installations in the past ten years including the specifics of the completed project.
5. The contractor shall demonstrate access to sufficient resources to complete a water service line replacement within a single day, and shall be considered responsible for the completion of the work. Therefore, the contractor shall demonstrate control of contract in respect to suppliers and subcontractors.
6. The contractor shall demonstrate appropriate customer service to include
consideration that work will be completed on private property, within homes, and
will include excavation, directional drilling, restoration of property, etc.. This may
include a statement of customer service policy and/or list of references.
7. The contractor shall maintain insurance and a surety/indemnification bond or letter of credit as required by the Illinois Department of Public Health Plumbing
Contractor license.
8. The contractor shall agree to pay prevailing wage for all work associated with this loan program.
